spb to csv conversion is mainly related to attempts to export contacts (and save them in CSV format) from Samsung Kies contacts backup files (.spb), something a lot of users seems to have trouble with.
You should be able to do this using Samsung Kies, simply with the default VCF/CSV export function. For some reason some of the latest versions of Kies lack this function, leaving users with old contacts backups with no direct way how to access their old contacts.
If your version of Kies does not contain contact export function, you can always try some older version (Kies 2.x seems to work) that does not automatically update.
Unfortunately, Samsung does not offer previous versions of Kies, so you have to look on web for sites that cumulate older software. There is no point in looking for spb to vcf converter online, no such thing exists.
