If any program is capable of stl to cgr conversion, i.e. export of 3D print data files (.stl) to CATIA MultiCAx drawings (.cgr), it would be CATIA. Unfortunately, we weren't really able to determine whenever this conversion is actually doable or if attempt to convert stl to cgr make even sense.
