The only type of svg to sif conversion we know about, is export of vector graphics from SVG format to the legacy ISIF vector format.

SIF format is rarely supported nowadays, but Inkscape (or at least some of its older version) might still support it and allow you to convert and translate vector data from .svg files as .sif files.
