It might not be possible to directly import data from a Tab Delineated file to Microsoft Access. However, TDL files can be generally imported to spreadsheets program that can, in turn convert it to a Comma Separated Value file (CSV) which can be imported to Access.
Unfortunately, there is no detailed software record in the database for this conversion.
