RIS file are pretty much special ASCII text files that contain citation references. You can use text from any source (TXT, PDF, DOC etc.) and simply copy and paste (or import if possible) relevant text data to a program that can generate RIS citations, for example the Reference Manager from Thomson Reuters or similar programs, which will essentially achieve text to ris conversion. Unfortunately, we do not know about any program that can act as dedicated text to ris converter.

Files with ris extension are generally related to Research Information System format. An ris file stores citation entries in ASCII text file format.
