tgd to exr conversion is probably related to export of TerraGen files to OpenEXR format, so typically export of scenery generated using TerraGen and exported as .exr picture. This is certainly possible with TerraGen and perhaps also any other tool that supports TerraGen formats, unfortunately we have not found any mentions about such export though.
