Check out some options how theme files might be converted to themepack format.
You cannot exactly convert THEME files to THEMEPACK files directly with some kind of conversion utility. However, when you apply a THEME in Windows Vista and later you also have the option to save and share the theme, which saves it as a THEMEPACK file.
You can also lookup the current THEMES in the C:\Users\User-Name\AppData\Local\Microsoft\Windows\Themes, which is hidden by default.
Unfortunately, there is no detailed software record in the database for this conversion.

THEME
Files with theme file extension can be generally found as desktop themes for early versions of Windows. Used to customize visual look of desktop or various applications.
A theme file extension is related to the GTK, a tool for programming user interfaces. A theme file stores theme index.
A theme file extension is related to the Apple iDVD playback software. A .theme file contains theme.
THEMEPACK
A themepack file extension is used for desktop customization themes in Windows 7 operating system. Themes can be downloaded from Microsoft library and installed through the Personalization Control panel. Current user's custom desktop themes can also be saved and exported in the THEMEPACK format.
