In most cases, tif to tns conversion seems represents attempts to transfer pictures (.tif, .gif, .png etc.) to TI-Nspire devices, which are graphing calculators developed by Texas Instruments. It seems that only certain pixel sizes of the pictures can be transferred, so you may need to resize the file first.

TIF
Files with tif file extension are generally bitmap images in Tagged Image File Format (TIFF). TIFF/IT is a standard for the exchange of digital adverts and complete pages. TIFF files typically only contain bitmap and no vector data.
Files with tif extension can also be special TIFF images in the Andor Bio-Imaging Division (ABD) format used by Oxford Instruments.

Files with tns extension can be mainly found as documents for TI-Nspire range of graphic calculators produced by Texas Instruments
