Text files (typically .txt) can be printed as XPS documents in any text editor launched in Windows Vista and later. You just have to select XPS Writer instead your physical printer when your print your .txt files and you will get your .xps file.

Files with txt extension are simple plain text files viewable in any text editor.
XPS
Files with xps extension are almost always documents that were exported or printed in Microsoft Windows with the default Microsoft XPS Document Writer virtual printer, for example in MS Office applications. XPS format is Microsoft's much less popular alternative to PDF for fixed layout exchange documents.
