Find a software converter able to convert vef files to csv files.
A vef to csv conversion seems to represent an attempt to transform password protected contact backups from HTC devices (.vef) to a CSV file, which is widely accepted format for contacts.
First and foremost, unless you know the password, you won't be able to access the files. You will also most likely need the original device and restore it there to export the contains via Google service. Unfortunately, there does not seem to exist any converter for this, so vef to vcf conversion is more or less impossibly through 3rd party means.
