Converter utilities capable of vef file to vcard format conversion.
This conversion seems to represent an attempt to transform password protected contact backups from HTC devices (.vef) to a standard .vcf files (vCard format).
First and foremost, unless you know the password, you won't be able to access the files. You will also most likely need the original device and restore it there to export the contains via Google service. Unfortunately, there does not seem to exist any converter for this, so vef to vcf conversion is more or less impossibly through 3rd party means.
Unfortunately, there is no detailed software record in the database for this conversion.

Files with vef file extension can be found as visual effect data files from Infinite Game Engine used in several games developed by BioWare.
VCARD
Files with vcard extension are contacts files saved in vCard format. Alternative to much more common vcf file extension.
