vef to vcf conversion seems to represent an attempt to transform password protected contact backups from HTC devices (.vef) to a standard .vcf files (vCard format).
First and foremost, unless you know the password, you won't be able to access the files. You will also most likely need the original device and restore it there to export the contains via Google service.
