Check out some options how veg files might be converted to wmv format.
You can "convert" Vegas PRO projects (.veg) using the File ► Render as.. function in the program, which is pretty much the only way to achieve veg to wmv conversion. You can choose from several options for saving the project, including WMV, MP4, MOV and some other multimedia formats. Just do not forget to unselect like loop region or the resulting file will be just 1 or couple second long.
Unfortunately, there is no detailed software record in the database for this conversion.

Files with veg extension is related to the MAGIX Vegas Pro (Sonic Foundry Vegas or Sony Vegas) and used for its video project files.
A veg file extension is associated with the Vue vegetation data format.
WMV
A wmv file extension is associated with video files compressed with Windows Media Video codec that can be played in most media players. One of the most common and supported video formats.
