vgr to gem conversion appears to be mainly related to export or resaving between two old graphics formats, namely Ventura Publisher files (.vgr) and GEM vector graphics (.gem). Such export seems to have been only doable with old Ventura Publisher software, which you can perhaps still find on some abandonware websites.

Unfortunately, no modern software that would still support VGR format is known to us at this time.
