If any kind of vtt to wav conversion is possible, it would be text to speech export that takes words from WebVTT subtitles and produces dubbing using the synthetic speech.
Balabolka software can be used for this for example, or it can be used to 'read' the subtitles during playback when launched together with multimedia player.
Making separate wav file is useful when you want to insert the track into existing video, once it is processed and compressed to appropriate format.
