Old Microsoft Works productivity suite could in some version work with files from Microsoft Office (for example .xls spreadsheets from Excel), unfortunately it was not so in every version. If you really need to create Works file (.wps) from your Excel tables, you will have to find suitable version of MS Works on some abandonware websites.

The table with program actions contains information about what each program is capable of doing with their files. This may be a good pointer for further searches for certain file conversions and help you find the converter you are looking for if our search result is insufficient for you. However, it is far from perfect and may sometimes show results which are not really usable because of the nature of the software handles the files. So a conversion that appears as possible, just because of matched actions, may in fact not be possible.

XLS
Files with xls extension are best known as spreadsheets from Microsoft Excel. A spreadsheet is basically a grid of cells sorted in rows and columns. Each cell can contain text, numeric or formula data. Excel XLS spreadsheets can be opened in most other similar programs, such as OpenOffice.org Calc.
WPS
A wps file extension is associated with Microsoft Works and used for its default text document format. Works is a discontinued product, however many documents are still written in WPS format. Microsoft Word, and some other word processors like OpenOffice.org Writer or LibreOffice Writer are also able to open *.wps files.
