This conversion would represent a Excel template (.xlt) to Word document (.doc) and that is something that would be somewhat of futile to attempt.

You certainly won't find a direct way for this particular conversion and the only workaround would be to first create Excel spreadsheet (.xls) based on the template and then transform the spreadsheet (or just import the tables) to a Word document (.doc) via any of the available xls to doc conversion solutions.
