Files with gtable file extension are URL links to a Fusion table created in Google Drive when Fusion Tables app is connected. It is not the actual database, just URL link. You can download the table in a CSV format, or in case of map data in KML format.

The gtable file extension is mainly related to Google Drive web service and used for Fusion table links. Google Fusion Tables is an experimental app that can be connected to Google Drive and allow users to create databases.
The .gtable file contains web link to a Fusion table created and saved in Google Drive. These files do not contain the actual database, just encoded URL link.
These files are typically found in your Google Drive folder that is synchronized with the service. Opening it results in launching Google Drive in your Web browser so you can edit the table.
These files can only be opened using web browser and edited using Fusion Tables web app. It will launch the on-line editor in your web browser.
You will most likely need Fusion Tables app connected to your Google Drive account as well.
When you open the Fusion Table in Google Drive with integrated Google Fusion web app, you have the option to save it to another format using the File -> Download as function. You can download Fusion table as either CSV format, or in case of maps in KML format.
