File extension preset are mainly related to Flare, an easy to use graphic program for adjusting images and photographs on Mac.
Flare Preset is a custom designed group of effects for Flare that you can apply to your photographs with a single click.
To use preset simply double-click on the icon and it will be installed in the proper location and will appear in the Flare Presets list.
If you would like to remove a preset from the list use the same method. Click on the gear icon and choose "Delete".
It is unlikely that you can directly convert .preset files, you can however apply them to photos.
