The tlg file extension is associated with QuickBooks, line of business accounting software developed and marketed by Intuit.
The *.tlg file contains transaction logs of a .qbw file. When you back up an accountant's review copy, QuickBooks starts a log of transactions that you've entered since the last time you backed up.
In case of accidental loss of data, Intuit Technical Support can use your most recent backup in conjunction with the transaction log file to recover your data.

It appears that you can access *.tlg logs only using QuickBooks.
Logs are generally not meant for conversion, but some may be opened using any text editor.
