The xpl2 file extension is mainly related to TerraExplorerPro and used for some sort of LOD paramater file.
These xpl2 files are made using the MakeXPL tool of TerraExplorerPro, during creation of XPL2 a texture file is processed and some low details texture is made.
Use compatible tools to work with *.xpl2 files.
