The blf files are created dynamically to prevent the registry becoming corrupt. Basically whenever user make a setting change, it will be written to a temporary created .blf file, before being written to the real file NTuser.dat, that contains users registry data.
The purposes is to create a recovery option, should something go wrong and avoid possible registry corruption.
