The crypt9 file extension is likely only used by certain older versions WhatsApp Messenger, an instant messaging service and client for various mobile platforms.
The crypt9 file stores encrypted and protected database with chat history similar to SQLite database format. This file type seems to have been used briefly, only in particular beta version of Whatsapp.
WhatsApp Messenger also used crypt, crypt5, crypt6, crypt7, crypt8 file extensions for previous versions of its encrypted databases.
By default, the file is called: msgstore.db.crypt9 and is stored on phone SDcard/WhatsApp/Databases folder.
You can restore crypt9 backups with the default function of the WhatsApp program. You may even transfer them to another device, provided it uses same telephone number.
Tools such as Omni-Crypt should be able to help you with exporting .crypt9 files to the original .crypt or WhatsApp .db format.
