The Delphi development environment used DPL files for older packaged libraries, including Delphi 3 and perhaps earlier versions. A DPL file could provide compiled units and resources that an application loaded as a runtime package instead of including them directly in the executable.
DPL belongs to the Delphi package system and is related to the later .bpl file type. BPL superseded DPL in later Delphi releases, so DPL files are mainly found with legacy Delphi software.
The format is obsolete and is associated with Delphi for Microsoft Windows. A DPL file normally needs the Delphi version and package environment for which it was built, or the original application that uses it.
A DPL file is not normally opened as a document. On Microsoft Windows, it can most likely be accessed only by the compatible Delphi application or development environment that requires the package.
Because packages depend on the Delphi version and on the application that uses them, a DPL file may not work with a different Delphi release. Do not rename it to another extension as a way to open it.
DPL files do not have a useful general-purpose conversion. They are compiled libraries rather than documents or media files.
To produce a newer package, the original Delphi project and source code must generally be rebuilt with a compatible Delphi version. Renaming a DPL file to BPL does not convert its format.

The dpl file extension seems to also have been used in the past for the default library format of Digital Photo Librarian digital photo management software for MS Windows.
The dpl file used in this program stored database of pictures for the purposes of Digital Photo Librarian.
As far as we know, this file type was only used for the purposes of Digital Photo Librarian and it is unlikely any other software can access these *.dpl files.
If any conversion for this *.dpl file type was possible, it would be export of some kind using the original software.
