The .enc file extension was reported in use by the Cryptorium ransomware in December 2016. Files affected by Cryptorium are renamed with the .enc suffix.
Unlike ransomware that encrypts files, Cryptorium only renames them. The original file data remains available after the original file name and extension have been restored.
Cryptorium-affected files cannot normally be opened by their usual applications while they have the .enc suffix. Restore the original file name and extension manually, then open the file with the application associated with its original format.
This is not a separate file format, so it cannot be meaningfully converted. Restore the original file name and extension first; the restored file can then be converted or exported using an application that supports its original format.

TorrentLocker is a ransomware family that targeted Windows computers. It was distributed through email campaigns, including messages that pretended to come from the Italian energy company Enel.
The ransomware appears to have primarily targeted users in Italy. After infection, it encrypted the contents of user files and marked the affected files with the .enc extension. The extension does not identify the original file type or provide a way to open the encrypted contents.
TorrentLocker is a malware family rather than a regular file format. Files with this extension should therefore be handled as ransomware-affected files.
Probably unrelated, the malicious Trojan.Encoder.6491 has also been reported to use this suffix, although it is unclear whether it spreads TorrentLocker. As of 11/2016, the rare encryptoJJS ransomware also used this suffix.
A TorrentLocker-affected .enc file cannot be opened normally in the application that created the original file. Renaming the extension or changing it to the original extension does not decrypt the file.
As far as we know, no decryptor for TorrentLocker exists.
These files cannot be meaningfully converted while they remain encrypted. They must first be decrypted, after which the recovered files can be opened or converted using software that supports their original formats.
