File extension fs is associated with Microsoft Visual F# (F Sharp) development software. The .fs files are source code files created in this language.
F# (pronounced "F Sharp") is a functional programming language for the .NET Framework. It combines the succinct, expressive, and compositional style of functional programming with the runtime, libraries, interoperability, and object model of .NET. F# is a variant of the ML language. F# is designed for use with Microsoft's .NET library and tools.
Microsoft Visual Studio can compile the F# source code into dll or exe program executables.
Use any suitable text editor or any specialised source code editor to open and work with the .fs files.
There is no way how to convert .fs source code files to other formats, but they can be compiled to exe or dll files.

Gforth is a GNU project implementation of the ANS Forth programming language. Its .fs files contain Forth definitions and other source code that Gforth can read as a stream of text.
A stream source file is intended to be loaded or interpreted by Gforth as part of a Forth program. It is normally kept as human-readable source rather than as a proprietary binary document. Gforth is designed to be fast and portable, and is available on multiple platforms.
GNU Emacs, which runs on multiple platforms, can be used to view and edit these files.
Open the file in GNU Emacs or another plain-text editor to view and edit its Forth source. Do not use a word processor that may add formatting.
To execute or load the source, use Gforth and provide the .fs file to it according to the program's normal source-loading procedure.
There is no generally useful conversion from a Gforth stream source file to another document format. The file is already plain-text source code.
Forth source can be adapted manually for another Forth implementation, but compatibility depends on the words and extensions used by the program. Loading the source in Gforth may produce program output or compiled data, but that is not a conversion of the source file itself.
