Geographic Data File (GDF) is an international standard for modelling, describing and exchanging geographic data. The standard is published as ISO 14825 and is intended to represent map features in a structured, software-independent form.
A GDF file can contain road networks, intersections, routes, geographic objects and the attributes that describe them. It is primarily associated with digital road maps and automotive navigation systems, although it can also represent other geographic information.
GDF map data has been supplied by vendors including HERE, TomTom, Mapscape BV, GeoSmart, Automotive Navigation Data, AutoNavi and NavInfo. Support depends on the GIS or navigation application and on the version of the GDF standard used by the file.
Open a .gdf file with a GIS, mapping or GPS-navigation program or device that explicitly supports the Geographic Data File standard. Many GIS/GPS programs and devices can work with maps saved in .gdf files, but support is application-specific and some programs support only particular GDF versions or data profiles.
If the file does not open, it may require the navigation or GIS system for which the map data was produced rather than a general-purpose file viewer.
Conversion to other GIS formats is likely, and the format should be well-supported. A GDF file can be converted or exported to another GIS or navigation format when the chosen GIS or mapping application supports both GDF and the target format. Import and export may preserve the road network and geographic features but can omit attributes that have no equivalent in the target format.
There is no single universal conversion method for every GDF file. The source file's GDF version and data profile should be checked before conversion.

The gdf file extension is also related to GEOS software and used for its dictionary files.
GEOS (Graphic Environment Operating System) is an operating system from Berkeley Softworks, later known as GeoWorks.
Only GEOS software can handle these dictionaries.
We do not know about possible converter for this file type. Maybe the original GEOS could somehow export it to some other exchange format.

GraphWorX32 is a human-machine interface and visualization application for Microsoft Windows, developed by ICONICS. Its .gdf files contain graphical display definitions used by the application.
A display file may contain the objects and configuration that make up an operator display. The format is specific to the GraphWorX32 software and is associated with its Windows-based environment.
Open the file in GraphWorX32 on Microsoft Windows. Use the application's Open command and select the .gdf file.
A general-purpose text or image viewer will not correctly interpret a GraphWorX32 display file. If GraphWorX32 is unavailable, an ICONICS application that explicitly supports GraphWorX32 displays may be required.
Open the file in GraphWorX32 and use any save or export options provided by the installed version if a different display format is required.
Because the file contains an application-specific display definition, converting it to a standard image format would preserve only a rendered view, not the editable display structure.

The GDF file extension is associated with GURPS, a tabletop role-playing game system developed by Steve Jackson Games. GURPS Character Assistant uses GDF files as data files for the game system.
A GDF file can contain game data used by the application when creating and managing GURPS characters. It is part of the data used by GURPS Character Assistant rather than a character file itself.
GURPS Character Assistant is available for Microsoft Windows. GDF files should generally be kept with the application and its other data files so that the relevant GURPS data remains available.
Open a GDF file with GURPS Character Assistant on Microsoft Windows. The application uses compatible GDF files as its GURPS data files; they are not normally opened as standalone documents.
If the file is not recognised, it may not be intended for the installed version or configuration of GURPS Character Assistant. Avoid editing it manually, since changes can make the data unusable by the application.
GDF is an application data format, so it has no generally useful conversion to another file format. Keep the file in GDF format when it is needed by GURPS Character Assistant.
To reuse information elsewhere, open it through GURPS Character Assistant and use any export or print options provided by the application. Direct conversion of a GDF file is not normally necessary.
