Probably some internal Android based app that creates backups of individual SMS when the user accesses the backup function.
These hbk files are typically found on the SD card in a special folder called sms_backup.
There is no way how this type of *.hbk file could be directly opened on a computer. On your HTC smartphone, the only way would be to restore the file so its readable like any other SMS.
In order to convert the SMS backup to some readable form, you would first have to restore it using your HTC smartphone and then using the SMS Backup & Restore app from Google Play export it as XML.
XMLs can then be transfered to any computer and viewed using any text editor.

The hbk file extension is also used in the Synology DSM for special Hyber Backup image file, which were introduced in version 6.1 and replaced the previously used .bkpi files.
The hbk file represents backup of data stored on Synology NAS.
When you double click on the .hbk file in the File Station, you will be able to browse and open the file via Hyper Backup Explorer.
To restore the backup, use Data -> Restore from existing repositories, and select the desired backup destination.
There doesn't seem to exist any way how to convert .hbk files to anything else. You can only restore them.
