Files with kgb extension are mainly compressed archives created using KGB Archiver. Looks like the program is no longer developed but still available on its SourceForge website.

File extension kgb is used for highly compressed archives created with open source program KGB Archiver. These files may also be encoded using AES-256 encryption, but usually have a kge file extension instead.

Seems that the official website is no longer available and the program is not further developed. It is however still available on its SourceForge website.
KGB Archiver can open and extract .kgb files.
KGB archiver also supports common ZIP compression, so you can extract the contents of .kgb files with the program and compress them to ZIP if needed.
