The min file extension is also related to Minute Maker, a Time management tool for recording the minutes and agenda, etc of meetings used on Pocket pc' running Windows CE.
These .min files can most likely be accessed only with the original Minute Maker app for Windows CE.
A conversion for this file type does not seem very likely, you will be lucky if you manage to somehow access it.

These files are ASCII files that contain instructions for the machine about how it should operate and move it's parts.
You can view these files using any text editor, but it is usually better to use some special programming software for CNC machines, such as CIMCO Edit.
Perhaps can be transformed to some similar formats so it can be used in other CNC machines.
