Some utilities, often developed by fans, are able to extract the contents of such files. Probably the most used tool is Dragon UnPACker that is able to access the contents of game files from plethora of games.
Some pak files can also be simply be in common archive formats, such as rar, or zip, with their extension renamed to PAK.

Generally speaking, it is unlikely any of the PAK game archives could be converted to something else. However you may find tools that can extract the contents of these files.

The pak file extension seems to once also have been used for some kind of package in CrazyTalk facial animation software. Perhaps originally meant as some kind of export format, however latest version does not seem to use this.
As far as we know, these packages can only be accessed using CrazyTalk and from what we could gather, only in some older version.
We do not know about any possible conversion for this particular *.pak file type, but perhaps it is just RAR/ZIP renamed to PAK.

The easiest way how to convert PAK archive is to decompress the PAK archive with the use of Zlib and repack the content with another compression utility of your choice.
