The partial files are temporary files used for incomplete downloads initiated with Microsoft Internet Explorer from version 9. Version 10 and 11 creates partial files when downloading data too.
After the download is complete, the .partial file extension is removed from the file and file is able to be opened in associated application.
The partial file is also used by new browser from Microsoft called Edge.
Similar way of downloading data use Firefox (part file extension) or Chrome (crdownload file extension).
How to open partial file?
These *.partial files contain incomplete downloaded data, you must wait until Internet Explorer, or Edge finish its download. After that you can open original file in associated application.
How to convert partial file?
It is not possible to convert partial file to any other file format, because it contains incomplete data. After the download is finished and Internet Explorer/Edge browser and the original file is restored, you can convert it to whatever you need.
