The pe file extension is related to a PE format which is portable across all Microsoft 32-bit operating systems.
This executable file format was introduced with Windows NT. It is called the Portable Executable (PE) format because it is supposed to be portable across all 32-bit operating systems by Microsoft.
The same PE format executable can be executed on any version of Windows NT, Windows 95, and Win32s. Also, the same format is used for executables for Windows NT running on processors other than Intel x86, such as MIPS, Alpha, and Power PC.
The 32-bit DLLs and Windows NT device drivers also follow the same PE format.

Systems Tool Kit, also known as STK, is a physics-based geometry engine developed by Analytical Graphics, Inc. (AGI). A pe file supplies planetary ephemeris data for STK calculations.
The file is stored as ASCII text and contains time-dependent ephemeris information used to represent planetary bodies. It is a supporting data file for STK rather than a standalone document.
STK is available for Microsoft Windows.
Open the pe file with Systems Tool Kit on Microsoft Windows.
Because the format is ASCII text, its contents can also be viewed in a text editor, but a text editor will not provide STK's ephemeris calculations or visualisation.
