The pif file extension was common file found in early versions of Windows operating system.
Short for Program Information file, these files holds information about how Windows should run a non-Windows application. For example, a *.pif file can contain instructions for executing a DOS application in the Windows environment. These instructions can include the amount of memory to use, the path to the executable file, and what type of window to use.
Introduced in 1985 in TopView text GUI for MS-DOS operating system developed by IBM and later used by Microsoft Windows 1.0 system and newer.

These files are executables, opening them launches the program for which they were created.
It is highly unlikely that *.pif files can be converted to anything else.
