The Newton platform was an early personal digital assistant hardware/software platform developed by Apple Computer. As far as we know, this particular .pkg file is only used in Midtown Madness computer game.
Unless some modding tools for Mindtown Madness can work with these files, a conversion of any kind is highly unlikely.

It seems these programs also used .pkg files to store packaged designer data.
The only reliable way to handle this type of .pkg files is to use the original OneSpace or CoCreate programs.
Some 3rd party conversion tools may still support this file type and can convert it to some other 3D designs formats.

The pkg file extension was also used for database format in old P-CAD program.
It was discontinued in favor of Altium Designer and this file type is as such, most likely obsolete.
You can work with these files using P-CAD software.

File extension pkg is also used in older Sun operating system. Unix System V, is one of the versions of the Unix operating system.
It was originally developed by AT&T and first released in 1983. Four major versions of System V were released, termed Releases 1, 2, 3 and 4. System V Release 4, or SVR4, was commercially the most successful version, being the result of an effort, marketed as Unix System Unification, which solicited the collaboration of the major Unix vendors. It was the source of several commercial common Unix features.
System V Release 4.0 was announced on October 18, 1988 and was released in 1990. A joint project of Unix System Laboratories and Sun Microsystems, it combined technology from Release 3 as well as 4.3BSD, Xenix, and SunOS.
Most likely can be only accessed in Sun OS.
Unfortunately, we do not know about any possible way how to convert this particular type of .pkg files.

This type of .pkg does not contain the app data, but the description of the app, including vendor, list of files and more.
These files are in text format, so you can view them or edit using any text editor. However, their primary use is to describe a .sis package for Symbian.
A conversion of any kind for .pkg files seems highly unlikely.
