File extension pts is mainly related to a special text based format that contains 3D data in so-called PointCloud.
PointCloud is basically a 3D coordinate system, in which points are usually defined by X, Y, and Z coordinates. Used to describe external surface of an object.
This type of .pts files is commonly generated by 3D scanners (Leica Geosystems, Cyra) and some CAD programs (ENVI, Trimble).
These files are text files, you can generally view them with any text editor. However, to make sense of the coordinate data you will need a software capable of working with PointCloud format.
Whilst these files can not generally be used in common CAD files, a PointCloud file can be converted through a process called surface reconstruction.

File extension pts is also used in the Abbyy Finereader program for one of its default data files. Abbyy Finereader is a popular OCR software used to scan documents.
As far as we know, this file type is only used in Abbyy Finereader.
There doesn't seem to exist any way how to convert this type of .pts files.

The pts file extension has also been reported to be used for debugging purposes in Valve's Half-Life game engine (GoldSrc Engine, customized id Tech 2 engine). Related to map creation debugging purposes. Most likely very rare.

The pts file extension is also used in the Infinity game engine from Bioware. It was used in several successful titles such as Baldur's Gate or Icewind Dale.
The pts file from Infinity Game Engine contains tileset data.

The pts file extension was also used in earlier (6.9 and older) versions of Pro Tools program. Pro Tools is an audio recording and mixing software from Avid. These files contain project (session) created in the program.
Latest version of the program uses the ptf extension instead.
You can open these *.pts project/session files in Avid Pro Tools.
Pro Tools allow some sort of export, but you will need more that the lone session file for it.

File extension pts is also used for project files in the PTgui, a photo stitching software from New House Internet Service. This format is used to save work in progress.
These PTS projects can be opened in the PTGui program.
Projects are usually exported to finished output format.
