File extension rio is mainly related to IBM AIX and used for one of its system files. Found as ctrmc.rio, these files are used to adjusts reporting intervals for resource dynamic attributes.
Typically found in the follow location: /var/ct/cfg/ctrmc.rio
It is unlikely that *.rio files can be accessed directly by the user, at best these are automatically loaded when placed in proper folder.

File extension rio is used for the original, encrypted format used in Rioplay (version 2.0), a cross-platform software used to encrypt videos, designed to digital protect digital courses, education videos or lectures, developed and sold by Antargyan Cloudworks LLP.
A .rio file represents video encrypted with the software, possibly meant for students or made in some kind of free version of the tool.
Most likely can be played back only using RioPlay and not with standard media players.
Conversion of protected videos is unlikely.
