Borland Reflex was a database management system developed by Borland for the MS-DOS operating system. An RXS file stores a database screen driver used by Reflex.
The screen driver supports the way Reflex displays and handles database screens. It is an ancillary file for the application, not the main file containing the database records.
RXS is a legacy format associated with the MS-DOS version of Reflex. Borland was acquired by Micro Focus.
Open an RXS file with the Borland Reflex software for which it was created. The file is intended to be loaded by Reflex as a screen-driver resource, rather than opened as a document.
Because Reflex is legacy MS-DOS software, it may require a compatible MS-DOS environment to run.
An RXS file is an application resource used by Borland Reflex and is not intended for standalone conversion.
If the associated Reflex database must be moved to another system, use Reflex to export the database data where possible; that process does not convert the RXS screen driver itself.

ooRexx is an implementation of IBM's Object REXX programming language and interpreter. An RXS file stores a script written for ooRexx.
The file normally contains human-readable source code, including the instructions and logic that ooRexx interprets. It is a source code and script file rather than a compiled application.
ooRexx is available for Microsoft Windows, Apple macOS, Linux, and other supported platforms. The file can be used on any platform where a compatible ooRexx interpreter is installed.
Open an RXS file with the ooRexx interpreter to run the script. The file can also be opened in a plain-text or source-code editor to view or edit its contents.
On Windows, macOS, Linux, and other ooRexx-supported platforms, run the file through the installed ooRexx interpreter using the system's command line or the interpreter's script-opening option.
An RXS file is source code and normally has no useful conversion to another file format. To change the script, edit its text in a source-code editor and save it as an RXS file.
It can be adapted manually to another programming language, but that is a source-code rewrite rather than a direct file conversion.
