The .snd file belongs to the Heroes of Might & Magic III game published by 3DO. It stores resources used by the game, including its sound data, in an archive managed by the game's resource system.
The archive is part of the original Windows installation and is read by the game when it needs the stored resources. The Heroes of Might & Magic series was acquired by Ubisoft in 2003, but this file remains associated with the original 3DO-era Windows release.
This is a legacy, game-specific format.
On Microsoft Windows, leave the .snd file in the Heroes of Might & Magic III installation and let the game use it. It is not intended to be opened as a document or played directly as an audio file.
To inspect or extract its contents, use an archive utility that specifically supports Heroes of Might & Magic III resources, such as MMArchive. Make a backup before modifying the original file.
The .snd archive has no standard conversion to another archive or audio format. It should normally remain in its original form so that Heroes of Might & Magic III can read it.
A compatible Heroes III archive utility may extract individual resources for editing or replacement, but converting the complete archive is not generally necessary or supported.

The snd file extension is used for video files in FILM/CMK format.
FILM is a multimedia container file format developed by Sega for use on its early CD-ROM home video game consoles like Sega CD, the first CD-based video game console.
There are many early variations of the FILM format observed on a number of Sega CD titles. Further, early FILM files have been observed on at least one 3DO game (Lemmings).
Many Sega Saturn CD-ROM games use this file format to store frames of a Cinepak-compressed video interleaved with uncompressed PCM audio. When this is the case, the files will typically have the cpk (which is why FILM files are usually known as CPK files).
