SimCity 3000 was developed by Maxis and published by Electronic Arts. The Windows version uses ST3 files for starter towns supplied for use within the game.
An ST3 file contains the layout and other city information needed to begin playing from a prepared town rather than from a completely empty map. It is part of SimCity 3000's own city-file system and is intended to be used by the game.
SimCity 3000 is a legacy Windows game, but its ST3 files remain usable with compatible installations of the game. The format is not intended as a general-purpose city interchange format.
Open the .st3 file with SimCity 3000 for Microsoft Windows. Use the game's city or starter-town loading options rather than a general file viewer.
If the game does not list the file, place it in the location used by the game's other city files and check that the file retains the .st3 extension.
Use SimCity 3000 to open the starter town and save the resulting city if a regular saved-city file is needed.

Star3 is a compressed, MIDI-based karaoke format created by Creative Labs Korea. An st3 file can contain musical note and timing data, lyrics, and sometimes an image used by the karaoke presentation.
The format was intended for use with compatible Star3 karaoke software rather than with ordinary MIDI players. It is now obsolete, so modern software may not recognize these files.
Open or play an st3 file with software that specifically supports the Creative Labs Korea Star3 karaoke format. Standard MIDI players will not normally open this proprietary format.
Because Star3 is obsolete, compatible software may be difficult to find. If the file does not open in an available Star3-compatible player, its contents may not be accessible.
