You can import the .lrteplate files in to Adobe Photoshop Lightroom. For Lightroom develop presets switch to the Develop Module and right-click the User Presets subfolder. Then select Import command and navigate to your presets .lrtemplate files and import them.
It does not seem possibly to convert this file type to anything else. At best you could adjust the settings in Lightroom or apply them to a photo.
