File extension saz is associated with Fiddler, a Web Debugging Proxy which logs all HTTP(S) traffic between users computer and the Internet, developed by Eric Lawrence.
The saz files are used to store HTTP(S) traffic for later examination. It is simply specially formatted ZIP file. If you rename a SAZ file extension to ZIP, you can open it for viewing using standard ZIP viewing tools.
SAZ format should always be forward/backward compatible, although some features may be missing (e.g. socket reuse information) when loading older files into the newest versions of Fiddler.

The saz file extension is exclusively related to Order of Battle Pacific Theather WW2 turn-based strategy and all its add-ons and used for one of the default file types.
The saz file contains saved game position from the game.
When placed to the default save game folder, you can load the position within the game.
There is now way and also no point to convert *.saz files to anything else.
