Office SharePoint Designer uses SPDESIGNNAV files for navigation-related data associated with a SharePoint site. The file is supporting data for a site design rather than a standalone HTML page.
SharePoint Designer is a specialized HTML editor and web design program used to create and modify Microsoft SharePoint sites and web pages. The format is specific to the SharePoint Designer environment on Microsoft Windows.
Open the file with Office SharePoint Designer on Microsoft Windows. It is intended to be used by the application in the context of the related SharePoint site, so opening it separately may not display useful content.
SPDESIGNNAV files are supporting data for SharePoint Designer and are not normally converted as standalone files. To preserve the related information, work with the SharePoint site in Office SharePoint Designer or use the site's available export or migration features.
