Check out some options how doc files might be converted to oxps format.
Since Windows 8 you can easily use the default XPS printer utility to print any opened document to XPS/OXPS formats.
Simple open your .doc document in any word processor like Microsoft Word and using the File ► Print function print the document as OXPS file which will essentially achieve doc to oxps conversion. Pretty much every word processor should work the same way.
Unfortunately, there is no detailed software record in the database for this conversion.

DOC
doc file extension is commonly used for text documents created in Microsoft Word word processor before version 2007. Word DOC documents can be opened in almost every (if not every) other word processor, such as OpenOffice.org Writer or iWork Pages.
A doc file extension is used throughout the time by many various applications for their document files.
OXPS
Files with oxps file extension are documents created in Windows 8/10/11 using the latest version of the Open XML Paper Specification. You can easily view *.oxps files using the pre-installed Windows XPS viewer, but only in the latest versions of Windows. For older versions of Windows, you will need to convert oxps to xps.
