TurboCAD software should be generally able to save its CAD drawings (.tcw for example) to the common AutoCAD DWG format which is used as standard by many CAD programs. Unfortunately, we do not know about any other program that works with TurboCAD files, so using the original software is likely the only viable option for tcw to dwg conversion.

TCW
Files with tcw extension can be mainly found as CAD drawings created and saved using the TurboCAD for Windows program.
DWG
Files with dwg extension are used for the original CAD format originally introduced in Autodesk AutoCAD. The latest version of DWG format is usuaually proprietary and can only be created in AutoCAD. Other CAD programs can usually import it but not create its proprietary form. Because of this, DWGs are often exported to DXF interchange format so that they can be seamlessly used in other CAD programs.
