File extension fla is used for projects created by Adobe Flash (formerly Macromedia Flash).
Adobe Flash is used for creating animations, banners, movies or whole apps, flash websites or games.
Flash .fla files are used for the basic project file, which are used in the development context. This file contains library of objects and source files needed for creating an animation or whatever flash developer wants.
It should contain all the settings, layers, scripts and libraries with vector graphics, sounds, pictures, texts, scripts, videos etc.
After its development, a Flash project needs to be "published" or "compiled" for the use on the Web. It then gets a swf extension which can be played with an Adobe Flash player.
The *.fla files can be opened in to its native application the Adobe Flash. Adobe Flash is a part of the Adobe Creative Suite.
You can use Adobe Flash to export the contents of *.fla files in to the another multimedia file format.

The fla is primarily used by Adobe Flash for its project files, but sometimes it can be also used for FLAC audio files.
Open-source audio format that uses lossless audio compression, meaning it does not remove any of the original audio data - compresses audio with no loss in quality.
FLAC stands for Free Lossless Audio Codec. Grossly oversimplified, FLAC is similar to MP3, but lossless, meaning that audio is compressed in FLAC without any loss in quality. This is similar to how Zip works, except with FLAC you will get much better compression because it is designed specifically for audio, and you can play back compressed FLAC files in your favorite player (or your car or home stereo, see supported devices) just like you would an MP3 file.
See: flac for more information.
