Originally the ICL Format is same as DLL Format, only with renamed file extension for identify purposes in Windows operating system. Windows is able to use icons directly from the icon library.

ICL Format is existing in two versions. Obsolete 16-bit supported by Windows 3.11 and 32-bit used by Windows 95, Windows NT and higher.
