File extension nar is nowadays mainly used for a special photo archive created in Nokia devices when a photo is taken using the Smart Cam feature with burst mode enabled, mainly (and possibly only) in Lumia devices.
What this mode of Smart Cam does, is that it shoots a sequence of digital photos and picks the best for you. All of the photos are stored within a .nar file in your device. This is basically a ZIP file that contains the whole sequence of photos taken by Smart Cam.
In your phone you can access these files using Nokia Smart Cam. In Windows and other desktop platforms you can decompress *.nar files like any other *.zip file.
Cannot be converted to anything else directly, only extracted using any ZIP archiver.

The nar file extension is also used in Counter-Strike Online, a remake of original Counter Strike as a multiplayer add-on for Half Life from Valve software.
