The netsh file extension is for user made net profiles in Windows, created by utility netsh.exe (standard component of Windows).
Start command line and type:
netsh dump> netset.netsh
In actual directory netsh create file, netset.netsh, which contains your net settings.
Associate .netsh with netsh.exe. You can make many net profiles (Work, Home, Friend) and easy change net settings only by tap on the .netsh file, created by netsh.exe.
