Adobe PageMaker was desktop publishing software from Adobe. Its library feature allowed users to keep reusable page elements, such as text and graphic objects, in palettes that could be added to publications when needed.
A PageMaker library palette is supporting library data rather than a standalone publication.
PageMaker is legacy software and Adobe no longer develops it. These files are therefore mainly relevant on Microsoft Windows systems that still have a compatible PageMaker installation.
Open the file with Adobe PageMaker on Microsoft Windows. Load it through PageMaker's library feature rather than treating it as a regular document.
A library palette is not normally converted as a standalone file. Open it in Adobe PageMaker and copy the required library objects into a PageMaker publication.
The resulting publication or its individual objects can then be saved or exported using the formats supported by the installed version of PageMaker.

Protos uses PAL files to store process models created in the application. The files belong to the Protos software rather than to a general-purpose file format.
PAL files are associated with older Pallas Athena applications and are now considered legacy files. Current software may not support them directly.
Open a PAL file with Protos from Pallas Athena, if the original software is available. Because Protos is legacy software, newer systems may require an appropriate older installation or compatible environment.
Open the PAL file in Protos, if available, and use the program's export functions to create a copy in a format it supports.
